Like public broadcasting stations in Germany, where I do have some contacts. They do have very little resources for social network management, and a tough time acquiring more people and time internally. So in most cases it's a matter of figuring out which network is most "efficient" (in terms of user reach vs effort spent on these). The Fediverse, for these crowds, is unattractive because it apparently(?) has a smaller user count than, say, Meta or Threads or Instagram. Plus, it's hard to impossible to get any statistics on user interactions, especially talking "how many people saw this particular post". So, there's no opaque algorithm here, but still it's far from transparent to know who has seen any post and why - and management people (who have to agree on funding for activities in such networks) have no real idea how much sense being active in "here" actually makes. The Fediverse, great as it is, all too often doesn't seem to be too interested in being a good choice for such a crowd and their requirements.🙁
