An intelligence asset, such as USAID or the NED are only effective as far as they act covertly, and both agencies are "burned" in many ways. Otherwise, Trump and Musk want to get rid of the programs they don't like (everything that has LGBT on it) but surely they'll keep the general role of USAID in a different way, probably under the State Department with a shorter leash.
