Given the general state of public services, it would be very hard to believe the previous Tory government had increased departmental government budgets anywhere close to matching inflation.
It was always a natural, easy, lever for Tories to pursue their ideological “small state” goal through “[mis]managed decline”.
Question is, were the “black hole” scary warnings by Reeves made with this expectation, or will there be any genuine surprises?
