the spec proposal for adding v2 opens (aka dual-funding) to lightning is officially merged as spec in LN!!

huge thanks to Bastien Teinturier, Rusty Russell, Dustin Dettmer,
Matt Morehouse and countless others for their review and input on the spec.

doing spec work is a really long process, that requires so much work and input from lots of different stakeholders. it's probably the hardest type of work a programmer can do, and i'm so so thrilled that we got this over the finish line!
