You can simply toggle off the dangerous settings being restricted. It's a standard feature on Android 13 and later, not a GrapheneOS feature. If you install the app from a modern app store using the modern session-based installation system, the settings aren't restricted. F-Droid hasn't moved to modern Android APIs introduced many years ago. They tend to lag 5 years behind on many of these changes and often only make the switch when they're essentially forced.
