I think "the economy" is just hoards of people serving one another in mutual trades. I understand the need for rules to make people pay for the costs of the pollution, germs, or other externalities. During the pandemic I didn't scale back work much, although I used testing, masks, vaccines, and distancing where possible to avoid exposing other people in my risk. I'm accept some risk to get things done.
