I don't think there is a unified plan. I think that there are so many completing factions... The majority either align on an issue, and will work toward a common goal that will benefit all parties. Or it can go the other way, where one faction might want to make a play, but others try to interfere, because it will cause problems with a different racket that they have cooking. Some may be neutral on certain issues, if it doesn't impact their operations.
