1. Mandatory vehicle inspections.
2. No automatic drivers licenses renewals: All drivers retest every time.
3. No licenses with terms longer than 48 months. Since Arizona had (possibly still has) issued 80 year term licenses, all licenses issued more than 48 months ago are retroactively and immediately expired.
