oh, you mean the development of the platform itself?
I think that I find this framing confusing, because engaging in projects developed with those platforms is (by necessity) participatory, and in my experience their sole existence and features that they provide does encourage such participation.
Personally I never thought of it the way you talk about it, because I mainly consider them to be free git hosting platforms with some niceties (and I also feel that they do a lot good for fostering open source)
