$5k bonus to incentivize women to have a baby is laughable.
That’s 1.2 months of rent in California. Moving to a different stretches it to 2-3 months?
If people are on their way to get married/ are already married or have some mutual understanding/agreement to plan to raise a child - sure this is like an extra $5k no big deal. This group is far more likely to foster a good environment for the child and to financially support the child. I think it might also attract people who want a quick $5k after a year and not actually want to be a parent.
There should be a plan/support to incentivize women to want to have children that’ll dramatically ease economic hardship and prioritize the wellbeing of families, and in the end of the day, women.
