I don't know if this is what is going on, but over the last year or so, reviewers have started refusing to do reviews. I don't do a lot of editing, but even in the limited editing I do, I've noticed a huge fall-off in willingness to do reviews and also a huge fall-off in reviewers turning in reviews on a reasonable timescale. My colleagues who do a lot of editing tell me that this is ubiquitous and endemic.

Maybe this is because the journals are charging large APCs, but still expecting reviewers to review for free?

I wonder if this is how the journal ecosystem actually breaks down and falls apart.
