Kicked down the road until the coalition can agree what it should have. Godongwana attempted the power play of tabling a budget that hadn't been approved by the minor parties. Sounds like lines were drawn in the sand. So they're back to the drawing board.

The proposed 2% increase in VAT was attacked by the DA and other minor parties. I've no idea if they'll concede it in negotiations, but they shouldn't.

Because of this, it's fair to say that the proposed 2% increase in VAT was an ANC policy.

Budget will now be tabled in March.
