To use an analogy from one of my favorite books: I could be Commander in Chief and order a nuclear launch, but there are still multiple humans in the chain who have to push buttons and turn keys, and any of them could refuse.

TPTB seem intent on bringing in immigrants at the expense of citizens, so the citizens must result to means outside political discourse to make a point.
