From what I can gather the government is trying to limit their court’s ability to strike down laws.
Israel doesn’t have a formal written constitution so instead of ruling that a law isn’t constitutional, they have been using a standard of “unreasonable”. I’m not enough of an Israeli legal expert to know exactly what that means but this law would stop this practice or at least greatly curtail it.
To call it an authoritarian move is probably a bit hyperbolic. Israel has a parliamentary system with tiny parties that have to form coalitions to form a government. No one party ever has enough seats on their own. So the breakdown of the coalition and the subsequent election would act as a check. But that’s just an outsider’s opinion on that so feel free to take it with however much salt as you like.
