If you want fundamental laws, extragalactic astronomy provides more than flat rotation curves. There's also baryonic Tully-Fisher and the radial acceleration relation; these are effectively Kepler's Laws for galaxies. See, e.g, https://arxiv.org/abs/2411.02499
