If your relay list doesnt get written to the snort bootstrap nodes we wont be able to get your latest relay list so it will look like its not working, its complicated subject,
Im not sure how damus writes relay lists but on snort we always write your relay list to the bootstrap nodes even if you dont have them in your relay list, that way when you open snort it will get the relay list that you save via snort (the latest one)
