It was a study on the causes of homelessness there, and conventional wisdom would point to addiction, relationship breakdown, crime, abuse, but addiction above all.
What the study found, in fact, was that by far and away the most common cause of homelessness was house prices. It was people, including whole families, simply not being able to afford a roof over their heads.
So basically, here's a problem that actually, yes, can be addressed very easily with money. There's not a complicated secret here. The answer is money.
