One of the reasons I felt #Twitter was toxic was that people were creating accounts and started following thousands of others to attract more followeres. Typically these accounts would have then been sold because of large follower count and was used for political propaganda.
These days with popularity of #Fediverse, such accounts are popping up. Example:
