Just false. It's the sum of alpha*pagerank(follower)/outdegree(follower), over all followers (plus a constant).
You keep equating Pagerank = popularity as if it's a given, when it's not because, as I said many times, Pagerank on the zaps network can be very different than Pagerank on follows.
