LAs have both reserves (some of which may be ring fenced) and debt.
Debt is often quite high (for all type of authority > 100% of annual spend. For Met authorities it's ~250%. And debt comes with interest costs.
Reserves are on average just 45-70% of annual spend so possible drawdown is limited.
If a LA can't find it's planned annual spend it will then be deemed bust.
