These two strategies are in tension: the more you censor, the less you know about the true feelings of your citizens and the easier it will be to miss serious problems until they spill over into the streets (think: the fall of the #BerlinWall or Tunisia before the #ArabSpring). Dictators try to square this circle with things like private opinion polling or petition systems, but these capture a small slice of the potentially destabiziling moods circulating in the body politic.
