Lots of people in my comments today explaining that "cluster bombs are only looked down upon because sometimes the smaller bombs dont explode until a civilian finds it later"
Which is basically the same as saying "pouring toxic waste into rivers is only looked down upon because sometimes it has a chemical reaction with the soil downstream"
