If a person can bail themselves out of jail for a crime they've committed then that entails two thing: 1. That the illegality of the crime in question only applies to poor people, and 2. That what is effectively happening can be labeled as nothing other than a bribe. The government is agreeing to look past any potential jail time the person would serve if they're rich enough, no different than when any extortionist does it, except it's legal.
