Or, if I move the D-pad or joystick the character or view should move. And these things should be relatively risk free for the player.
And then there should be more complex mechanics hidden to "attack harder" or "jump farther".
Like have basic player agency be simple and up-front. Then have maximization of agency/actions something the player has to think about.
