A big part of the problem is cost of living, which in the US reduces mostly to the giant pile of mandatory luxuries enforced upon people. Either you live at least at the legislated minimum luxury level, or you live on the street, with nothing in between. This is why America has tent cities full of drug-addicted bums but no shanty towns full of honest, working poor; it's straight up illegal to be "middle poor" in the US.
