Turns out the issue I am experiencing is due to new user limitations - a max of 5 servers and 8 total vCPUs. I knew they had limits for new users, but I didn't see the actual numbers anywhere until now.

5 servers and 8 vCPUs seems incredibly low considering how many folks are using swarm/kubernetes/replicas etc for their cloud-based services.

Time to reach out to customer service lol.
