You know how Apple Pay works even when your iPhone is not connected to the internet or a phone signal?

Can a Lightning wallet do something similar? I'm just thinking of the times when your phone has no signal but you need to pay for something.

Could you, in theory, have a section of the wallet with sats in it that can be used when you don't have a signal? Or is that a dumb question?
