The point is XBL is subsidized by MSFT, and is provided for games without the budget for even development of the APIs for such systems much less a patchwork of them and their costs. Not all studios can run their own gap-fill infrastructure even if they get funding for it somehow.
You will just go back to the gamespy era and have different network feature levels per game.
