Yeah, people can report posts but how do you judge if a report is actually accurate? Machine translation helps but... it really misses a lot of nuance that's critical when dealing with social interactions. IME it really helps to have reputable community liaisons who speaks the languages you need to moderate, but you need to put in the effort to actually build those relationships.
Ultimately I think that's effort worth making; crossing your arms and saying "English only" is not exactly welcoming especially with how global FOSS collaboration is. Making space for people to communicate in a language they prefer is important to making a place people actually are comfortable and safe in. It's a challenge, but that's what you sign up for if you decide to run a community.
