It literally becomes the next minor version of RHEL. I've measured it repeatedly and at any given time it's 90-95% the same software versions. That works perfectly well as a server OS for most people. Not so much if you have 3rd party software vendors that have a hard requirement on RHEL minor versions (and usually lag far behind on certifying new minor versions).
