a few months ago i tried searching for a similar UI-driven tool for game development, and i couldn't believe that one really didn't exist.

everything i found was either made for generating static polygon art bitmaps, and didn't support animation or tweening at all

this was after about a week of writing love2d/lua from scratch. i have to get back to it and add keyframing/tweens/timeline
