All they need to do is convince the public that the system is irredeemably corrupt and that the government can't *possibly* fix *anything* (hence Reagan's asinine "joke": "the nine most terrifying words in the English language are: 'I'm from the Government, and I'm here to help.'"
This is a very canny strategy. If you are the party of "governments are intrinsically corrupt and incompetent," then governing corruptly and incompetently *proves your point*.
