Ticket collectors at the Louvre do this too. In 2000 I spent several weeks in Paris and the box office ticket collectors were on strike for over a week. My partner and I at the time spend every day the Louvre for free. lol More recently, in 2018, I was in Paris and the Ticket collectors went on strike again for a couple of days. Free Louvre FTW!
I'm guessing this is a pretty common strike tactic.
