I think there is some responsibility that falls on the developers to explain why a change was made, the Fedora Change Proposals are a fantastic example of this being done well, if a change is made without an easily accessible way to see the why there are going to be people who fill in the gaps with an explanation that may not be what you want it to be, you also do a great job at explaining why certain changes are made.
