A corporation is just a bit of paper separating revenue from responsibility, so any standards of behaviour must be imposed by the law or the markets.

If we want a law compelling universal service, it would need to incorporate a list of all conceivably valid reasons for refusal (or hand a minister the power to maintain one) and I'm not sure that would be very easy to agree on, or make things any more comfortable.
