After all, people living under dictatorships know that spouting off about their discontent and desire for change is a risky business, so they will #SelfCensor on social media. That's true even if a person isn't afraid of retaliation: if you know that using certain words or phrases in a post will get it autoblocked by a censorbot, what's the point of trying to use those words?
