Motorcycle permits are heavily gatekept here and have a lot of absurd fees. Motorcycle trailers also seem both rare and very expensive (and kind of overkill for what I need).

That one does suck, but honestly bike prices for anything other than refurb/used bikes are ridiculous in general.
Conversion kits plus a used bike can end-up more affordable than buying originally-electric bikes new, though.
