I don't buy any of Apple's claims that they will -never- copy the data for use outside their PCC computers. First off, when the NSA demands that they split off a copy of everything, and gives them a gag order, they're going to do it.
Second, no amount of monitoring the original stream of data will prove that the data was not siphoned off for the TLAs to process.
