A lot of this sounds familiar from the early and mid-eighties, the differences being that there were far more societal safety nets back then,; that once you finally got onto a secure (for a couple of years at least) footing you could start saving; and it was a lot harder for ordinary people to widely share the bleak parts of the experience on a sustained basis. That last is the key, I think. Comfortable people saw "Boys From The Black Stuff" as exceptional not typical experiences.
