This is the limit of a simple "you are in/you are out" mechanism. It's either 0, or 1.
Filtering based on distance is a bit better, but it's still not expressive enough as there are normally ~30k people at 2 hops from you, and ~100k at 3. Are all these equal? Not a tiny bit.
What's needed, is a score that can go from 0 to 1, continuously. A personalised score.
