#ulid Finally got time to recover the ULID spec from the now defunct website that Dan had it on. If you support the `_ulid` parameter in your app or platform, add yourself to the list in the repo:

I cleaned it up to make sense as a spec instead of a website explainer. If anyone sees more cleanup needed just do a PR.
