So it would appear he does own the right to the characters likenesses. Regardless, he doesn't own the right to re-print previous Fables comics, but I believe that's because he signed a contract that Fables works written by him could only be published by DC, which would grant them publishing rights to those specific issues but shouldn't grant them any special ownership over the characters and IP within.
