Well.. an isp who is throttling customer connection for no (important) reasons is a pile of trash and should be court fined for such practices.
Luckily mine is pretty normal and doesn't have anything against the usage of different dns than theirs.
Well, seems like the only option left is to call your isp and ask what's going on.
