People gotta remember that Genshin along with many other gachas heavily cater to their Chinese audience, and China heavily favors female characters. When looking at it from that standpoint it makes sense as to why Hoyo is going this route.
The reason Nueve, Zhongli, Kazuha, Alhathiam are used a lot like he says is because of how strong they are, extra points to Zhongli because of how heavily he represents China to Chinese players.
