Those batteries generate a considerable (non-zero) amount of hydrogen fluoride when burning (several kilograms, in fact). It's a major problem and the main hazard those things present to everyone around.
In my opinion, they never should've been allowed for sale to anyone without permits for handling hazardous substances, and certainly never for operation in public or residential areas.
