Branch closures and moves are certainly not limited to your side of the pond: we've seen many an establishment close its doors or move to less accessible areas, with fewer hours. It's common enough that the Canadian government even has an FAQ up on the matter of such closures, updated as recently as June:

Unsurprisingly, outside of forewarning, there don't appear to be any regulations precluding such things, and the best the Federal government is able to do is say, "reach out to them and wait on hold for an hour before getting to the person who can most effectively convey a sneer down a telephone line. If you're lucky."
