It's not permanent, at least not yet. Your notes can only be found if at least one relay is still hosting it, and they don't all have infinite storage. A lot will get lost when things like Will nuking the Damus relay occasionally happens.
Eventually someone will start archiving literally everything, but until then it is still a bit ephemeral.
