Vault, Nomad, and Consul are all _great_ at what they do, and shockingly easy to implement by comparison with the competing technologies in those spaces (and in comparison to rolling your own), but they really do not like running a single-node service. Three (beefy) instances is the vendor-recommended _minimum_.
