I just was thinking about something I realize is not entirely clear in most art I get, but is still a unique property to me as Kay as far as inflatables go:
Those puffy "tufts" are not static or moulded. Instead they behave almost like a contour of the surface of fur. Ruffling the tail tip will muss it up into a new rumpled end that follows the contours of ruffled fur. Same thing around ears, cheeks, joints, hair too but only because it's actually fluffy.
