The officials and cops who persecute the homeless already know all of this. They know it is cruel and unusual punishment. They know it is oppressive and unjust. They just don't care. Until the courts take those rascals from their homes, and put them in prison, they don't and won't care.
There is no such thing as 'public land'. This is a legal fiction invented to force people to rent or take out mortgages just to have a place to live. It is part of the agenda of forcing people to participate in the monetary economy just to survive.
